Attorney Thomas E. LeQuire
Tom is the Managing Member of Spicer Rudstrom’s Chattanooga office and a senior partner. He serves as the Chair of the firm’s Government Liability Defense practice. He obtained his Bachelor of Science degree in criminal justice administration from Middle Tennessee State University in 1976 and his J.D. from the University of Tennessee College of Law in 1979. Tom began his law practice in a small southeast Tennessee town where he also served as City Judge. He moved to Chattanooga in 1985, where he has lived and practiced law ever since. He joined what is now Spicer Rudstrom in 1994 as the only Chattanooga lawyer and was named a partner a few years later.
During the course of his nearly 40-year practice, Tom has defended clients in the trial and appellate courts in a wide variety of tort claims. In the last several years, he has continued that work, and he has primarily represented local governments. He has successfully defended claims ranging from accidents involving county-owned emergency vehicles, the alleged failure to maintain roadways and retaliatory discharge claims under state law. He has also been successful in defending federal court civil rights claims involving jail suicide, alleged physical abuse of prisoners and persons being arrested and violation of First Amendment rights. Local government liability law has seen a number of changes recently due to state appellate court decisions. Those changes and the relatively specialized nature of the practice make it challenging and different from other areas of tort defense and keep Tom’s practice interesting and new, even after almost four decades.
Tom has been married to his wife, Deidra, for 35 years and has two grown sons, Zack and Jacob. He is active in his church, and although he has no appreciable mechanical skills, is a longtime automobile enthusiast. He enjoys reading, watching college sports and boating with family and friends.
